La Fondazione Centro di Iniziativa Mezzogiorno Europa – Onlus nasce per offrire un contributo di ricerca, approfondimento, studio, riflessione critica, sulle prospettive di sviluppo e crescita del Mezzogiorno d’Italia nella cornice Europea e Mediterranea. La realizzazione dell’area di libero scambio euromed nel 2010 mette l’intero Sud e le sue classi dirigenti, di fronte alla responsabilità della costruzione di quella che sarà una delle più grandi unioni non solo economiche e doganali della storia. Conoscenze tecniche e storiche, relazioni politiche e istituzionali, confronti tra culture, trasferimenti di best practies, affinamento degli apparati amministrativi, partenariati: saranno tanti tasselli di un complesso mosaico che occorrerà costruire. Per questo ci sarà bisogno di formazione, analisi critica dall’alto livello di approfondimento, attività di documentazione e ricerca. La Fondazione presterà particolare attenzione ai processi economici, culturali, politici, istituzionali in atto a Napoli, dato il peso e il ruolo di questa grande città europea nella storia e nella vita del Mezzogiorno e dell’Europa. Peraltro la Fondazione seguirà con speciale interesse la problematica di tutti i grandi centri urbani, luoghi decisivi per lo sviluppo e la modernizzazione del paese. Questi i principali obiettivi sui quali la Fondazione si propone di intervenire, riscoprendo la centralità di una rinnovata Questione Meridionale oggi maggiormente calata, a differenza che nel passato, in un contesto geopolitico più ampio e fortemente internazionalizzato. Se il capitale geostrategico dell’Italia rappresenta, come storicamente dimostrato, il suo più importante strumento di politica estera, la necessità che tale capitale sia al massimo “messo in valore” è necessità strategica inderogabile per gli anni a venire. La Fondazione si ricollega allo spirito, alle elaborazioni e al lavoro svolto dal Centro di Iniziativa Mezzogiorno Europa, promosso da Giorgio Napolitano nel 1999 e da lui animato e presieduto sino alla sua elezione a Capo dello Stato. Storia Il Centro di Iniziativa Mezzogiorno Europa nasceva sotto forma di Associazione nel gennaio del 2000, per volontà di Giorgio Napolitano ed Andrea Geremicca. L’idea dei fondatori era quella di mettere in rete informazioni, idee, competenze, esperienze, programmi e problemi del nuovo Mezzogiorno, impegnato nella sfida europea, in linea con le istanze del cosiddetto “euromeridionalismo”, e cioè di quella parte del pensiero meridionalista e riformista che non concepisce il futuro del Mezzogiorno se non all’interno della costruzione europea. “Il Centro”, diceva lo Statuto dell’Associazione, “ha lo scopo di stabilire uno scambio costante di conoscenze, di idee e di proposte tra il Parlamento europeo e gli ambienti rappresentativi delle forze sociali e culturali e delle istituzioni locali”. Strumenti operativi del Centro sono stati da sempre i convegni a tema, i seminari di approfondimento, i dibattiti. E poi la rivista: il bimestrale Mezzogiorno Europa, uscito col suo “numero zero” nel gennaio del 2000 e divenuto nell’arco di pochi anni un punto di riferimento importante per politici, docenti universitari, studenti, quadri d’azienda, e più in generale per quanti sono interessati ad un dibattito di alto livello sui problemi del Mezzogiorno, e al tempo stesso ai grandi temi della costruzione europea. L’Associazione Centro di Iniziativa Mezzogiorno Europa ha operato fino al luglio 2006, promuovendo momenti di discussione “alta” per contenuti e per prestigio e competenza dei partecipanti. Il 3 luglio 2006, attraverso un insolito iter di trasformazione, il Centro, da Associazione, è divenuto Fondazione. La scelta di un iter così peculiare è stata motivata dalla precisa volontà dei soci fondatori di mantenere pressoché inalterate le finalità della neonata Fondazione, pur ampliandone la portata e, ovviamente, gli strumenti; ma soprattutto riconfermando le persone che ne fanno parte a vario titolo, e la continuità ideale con il “padre fondatore”, l’attuale Presidente della Repubblica Giorgio Napolitano. A meno di un anno dalla sua nascita, oggi la Fondazione Centro di Iniziativa Mezzogiorno Europa è più che mai attiva, soprattutto sul fronte inedito della formazione politica.
